I took a stab at doing the epoxy repair on a beat up steering wheel. Does anyone have experience painting one of these? Is this something you would use a SEM type vinyl paint or what ?

I just got done redoing one of my steering wheels and I used "carbo" filler, which worked great. It is a carbon fiber filler with a hardener that I got at the body/paint supply house. Just be careful not to get much extra in the little grooves on the front of the wheel-a real bear to get out. Stuff hardens in minutes and just sand off what is extra. I had gotten some vinyl/flexible material paint made up to match my plastic interior parts and used that for the steering wheel. Seemed to work pretty good-just clean the wheel with some sort of pre-paint cleaner before you spray the wheel. Be sure to rough up the whole wheel with some 120 grit during prep and make sure to clean off any dirt/wax buildup-sandpaper and cleaner will get most of it. I just stuck the wheel on an old steering shaft in a barrel to make it easier to paint.

I used the Krylon Fusion which claims to bond to plastic and it worked very well. I have to tell you that I never put it on a car yet, so I don't honestly know how well it will hold up over time. I didn't clear it, but it couldn't hurt.
