Rockers were not on until break in. We think the cam is a 39 degree. High probability based on my personal experiences. Especially if it's from Comp Cams as their's are 39 degrees unless you ask for a special grind (they list them wrong). I had a similar problem but found it while I was trying to degree it. Numbers kept coming up inconsistent no matter where I set the initial timing. Two days lost before I decided to check the degree angle and sure enough, was a 39 degree versus 45. Wasn't too bad to change as I was still tore down, sucks if the motor is already together though

Is the 39 versus 45 degrees due to the pre '68 400 CID block? Or is Comp Cams not packaging or marketing their product correctly? Isn't the '65 400 block different from the other 400's? If it IS the correct cam, maybe the valve springs are dead, or possibly incorrect length pushrods.

Starting in 66 and up they went to the 39 degree angle.

Ramz, did you put a clearcoat over the epoxy primer on the floorpans?
