High level, what should I budget for bumpers (good cores) and all exterior chrome? Couple places here in Portland area that I'm going to start checking.

For a good quality rechrome of the bumpers, expect to pay $550.00 to $650.00 each.... Side Chrome, upwards of $3,500.00... With the pot Metal, be very careful who you have doing the work... Not all shops are truly skilled with Pot Metal and it's easy to destroy the parts.... There are a few that I trust; "Fini Finish", in Warren Michigan, and "Pauls Chrome" in Pennsylvania. There are of course other excellent shops, just do your homework first....

I would ask what their process is. I have one bumper that has the chrome peeling off of old chrome. I believe they did what is called 'flash chrome' on it instead of stripping it and doing the copper/nickel method.
Parts Place gets 349$ Bumper Boys get 550$
I would bet both of these are budget methods.

Since you are in Oregon, I would try Medford Chroming. They are reasonable and do a nice job-they strip the bumpers down and do it correctly. They told me they have a place they know that does the pot metal but I have not used that place yet.

I agree with Ted's posts on the pot metal pieces. You need to send the side trim to known pot metal specialists, it's really the only way to go. I've heard some real horror stories about potmetal jobs gone wrong.
In my research here in the east coast and in the Mid-Atlantic region and high end bumper job runs $750 a bumper. What I’d suggest you do is contact the local GM car clubs, doesn’t have to be an Olds club and ask them who they recommend. That way you will find a rechromer in your area that has a reputation with the local car clubs they don’t want to screw up. I recently was doing some judging at one of the local AACA meets here and found a rechromer that comes highly recommended by the folks in the AACA chapter. The owner of the company handles all the dealings with rechrome jobs because he is so particular with the quality of work and his rep, but I haven’t found out what he charges yet. This company also makes sure to take just as much care with the back side of the bumpers as they do the fronts. The examples they had in their booth were incredible. The employee running the both that day says the owner also knows about the flash chrome process for our air cleaners, I do plan to give them a try.
I personally don't go for the high end for cars I drive, these bumpers are just too easy to screw up a high dollar rechrome job. I'd rather mess up two $350 bumpers than one high end bumper. But that's just me

Never ever ever never ever use Bumper Boyz........ It looks OK for about a year, and then...................I have heard dozens of their horror stories. If you walk up to their booth at a swap meet, someone always walks up behind you and says don't do it!
Pauls Chrome is about 40 miles from me and is literally out of his mind. He wanted $1200 to do a 65 front bumper 5 years ago. He always hits you with "we only do show chrome" who gives a shit, it should all look like show.
I have seen a lot of nice chrome work come out of Michigan for about 1/3 the money and there is actually a company down here that ships your bumper there and has it done for under $400. I saw a 50 Olds bumper done for $375 and that mother is BIG!

I paid $650 for a front and rear that are now on Bud442s car. They were local but I don't remember the name.

I agree with Bro on the Bumper Boyz.... I had a terrible experience with them about 6 years ago... Had to send a bumper back twice becuase of cracking and flaking on a fresh rechrome... If it had been cost effective, I would have flow there and had it out in person with the owner.... I'll never give them another piece of work nor recommend them to anyone....
