Whenever I hit 3000 RPMs a screeching noise appears. I presume it is one of the fan belts (Alternator or power steering). Any tips on how to fix? They both seem to have good tension.
Should the top of the belt sit fully into the pulley. or sit a little above the pulley?

Belts should always sit full into the v-pulley, not past the outside edge. There are some "lubes" available to stop the screaching but not sure what the name is.

Belt dressing, I have used it, not on my 65, but it did work.

your best bet is to pull them off, clean them with some mild soap and water, let them dry and obviously inspect them to see if they are dry or cracked. Then apply....I believe the product is called a belt dressing. Then reinstall to correct tension. I've had great success with the modern serpentine belts doing this. Plus it gives you an idea of how much life you have left in you belts B4 they need to be replaced.
