I checked the cable connection under the dash and it was tight. I checked the connections at the tranny and found the cable tight but the unit it connects to was slightly loose. I could move it a little side to side. The bolt holding it in was tight. I removed the bolt and pulled the cable and the unit it connects to out in one piece. The plastic gear didn't appear to be broken. Is it possible the little looseness was just enough to keep the plastic gear away from contacting the tailshaft driven gear?

Did you check the cable itself?

No I did not test the cable but I'm guessing I could put the one end in a drill and see if the speedometer works when I turn on the drill (I'll try both directions with the drill). I think that test should work assuming the cable and the speedometer are not broken.

Problem solved. I checked the cable (using a drill) and it, and the speedometer, were good so I replaced the bullet and driven gear and the speedometer works now. I had to replace the driven gear anyway since I changed the rear gears.
